This contractor position will be located in Vancouver, Canada for 12-18 months, then relocate to Arequipa, Peru for 2+ years.

Development, implementation and monitoring of project and financial controls and reporting for capital projects executed by engineering group. Ensure proper controls are in place for compliance with regulatory requirements associated with engineering projects for Sarbanes Oxley and CEO/CFO certification.

•Establish and monitor project controls for assigned engineering projects; develop systems for spend forecasting. This includes the establishment and management of effective change management systems

•Develop administration functions for timely and accurate project reporting and auditing; establish project offices, communications, and document control; and manage staffing for the project management team(s) within multi-logistical environment

•Develop and execute accounting functions on assigned projects including the review and process of invoices, manage and control vendor payments and back charges, overpayment recovery, execution of financial entries into the systems, and other work as required to provide control. This will include mentoring administration and controls managers on the project to ensure proper processes and procedures are in place and followed

•Establish and manage cost control reporting functions including preparation of project forecasts, cash call estimates, cost reporting and project budget reconciliations; establish and execute internal audit of same

•Provide project management support for contracts, subcontracts, change management and procurement

•Monitor performance and swiftly address issues regarding cost control functions and the established project budget; includes monitoring contractor performance against established standards for cost control and financial reporting

•Perform other duties as required

Qualifications
Minimum Qualifications

•Bachelor's degree in Business Administration or equivalent, and ten (10) years of experience of control/accounting management

Preferred Qualifications
•Project controls experience on large capital construction projects including familiarity with the following:

-Project scheduling with CPM methodology in Primavera

-Procure to pay process

-Contract management

-Establishing/monitoring/controlling with KPI's and labor productivity

-Working knowledge of quantity surveying and use in progress measurement

-Working knowledge of project accounting including accruals and forecasting

•Position is likely to involve temporary relocation to project construction sites
•Travel is required to effectively manage the multi-logistical nature of the project
