Technical Expert, Highland Risk Management : Papua, ID


Description: 

Provide in depth expertise and advisory guidance to the Manager, Highland Security and Risk Management, in order to protect the lives and safety of the employees, their families, company assets and operations to prevent potential illegal work stoppage, and to promote risk awareness while advancing the concept of accountability for violations. Act as liaison between PTFI and local and regional government security forces, coordinating with GOI security elements to mitigate or minimize risk of injury of PTFI employees and theft or damage to property and equipment under conditions of civil disturbance, terrorist threat, or natural disaster.

Additional Responsibilities:

1.            Advise Highland Manager, on a daily basis, on matters concerning the effective use of available resources for the planning, employment of, organizing, directing, coordinating, and controlling a 450-500 man guard force to accomplish assigned tasks.

2.            Advise Highland Manager, on a daily basis, issues regarding the health, welfare, morale, training, and discipline of all assigned and attached guard personnel within your area of responsibility.   

3.            Function as integral member of the jobsite risk management team.  As a member of this group, assist in the development of a strategic risk plan and all supporting plans.  

4.            As member of the jobsite risk management team, supervise the implementation of the annual operating plan within the Highland area, in accordance with the guidelines provided by PTFI senior management, ensuring compliance with all Indonesian government rules, regulations, contracts, and any relevant US laws. 

5.            Provide leadership and direction for guard personnel, systems, and programs in the Freeport highland operating area, and other functional areas as assigned.  As part of this, mentor and motivate subordinates to enhance their job performance and leadership capabilities.

6.            Ensure personal and property security for employees and their families within your geographic area of responsibility, in order to sustain and improve a secure and safe working / living environment at jobsite.

7.            Promote risk awareness within the Highland workforce at jobsite.

8.            Oversee the operations of the highland security control center.

9.            Assist in planning for emergency preparedness contingencies; organize emergency operation’s center, and function as a crisis management team member to minimize risk of injury to personnel or loss of assets during a crisis situation. Develop and maintain a civil disturbance contingency and site emergency action plans for your area responsibility, in support of PTFI’s crisis management plan.

10.          Assist the Highland Manager in initiating, planning and implementing Security Management Systems throughout the Highland area.  This includes, but is not limited to, ensuring the implementation of Area Operations Plans.

11.          Assist the Highland Manager in providing updated information on a regular basis to SRM and PTFI senior management on relevant risk related matters in order to assist in the formulation of company policies regarding support of and coordination with GOI security forces in relation to their role in protecting company people and facilities.

12.          Assist the Highland Manager in his efforts to establish effective liaison and coordination with all persons having an impact upon the PTFI Security and Risk Management Department, which includes, but is not limited to Freeport executives, local and National Indonesian Government leaders, along with Police and Military figures at all levels and at certain situation act as ambassador for the company in order to ensure good relations and coordination with the above parties.

13.          Assist the Highland Manager in his/her efforts to maintain liaison with commander Satgaspam and other relevant commanders in order to ensure we achieve a joint risk management effort in the project area.

14.          Assist the Highland Manager in his/her efforts to establish a joint information collection and analysis effort, to provide timely and accurate assessments and warning of developing security threats to employees and company operations.

Qualifications

  • Bachelor’s degree with at least fifteen (15) years of experience, ideally including corporate security manager or equivalent. Or High School Diploma with twenty (20) years of industry experience and relevant certifications.  Military, law enforcement, legal, private security, or diplomatic experience are preferred. 
  • Fluency in Bahasa Indonesia, or the ability to gain fluency, is desirable.
  • Interpersonal and intercultural skills particularly in dealing with both employees and external stakeholders.
  • An ability to solve complicated, multi-faceted problems with ethnic and cultural undercurrents.
  • Ability to respond to strikes and civil disturbances.
  • Understand principals of industrial relations principles, industrial loss control, and workplace behavioral issues.
  • Act as a representative of Security and Risk Management within the Freeport Community and including key internal and external stakeholders.
  • Overcoming factors relating to language and cultural differences along with inexperience within SRM ranks.
  • Knowledge or experience with Indonesian military doctrine and military organization structure.
  • Ability to effectively communicate in both written and oral presentations.
  • Ability to conduct specific subject matter and situation briefings.
  • Strong leadership, managerial, and administrative skills complimented by high computer literacy.
  • Cost and accounting knowledge, and ability to implement cost saving considerations with a view to establishing the best possible security value to the company.
