The Project Technical Services Manager will be responsible to manage all engineering activities across the difference construction areas (Port, 2 x 150 MW Power Stations, Copper Mineral Processing Plant and Mining Area).

Location: Donoso  Site: Cobre Panama

We are currently searching for experienced and talented people to join the dynamic team in Panama. Being based in a remote location we would like to attract people who will be able to contribute to the success of this project moving into operation. Herewith more details regarding the above mentioned role:


Key Responsibilities:

Interfacing and Supporting Construction Managers in key areas;
• Roles Responsibilities and Job Descriptions [each team and each personnel].
• Risk Register and Management of key risk activities.
• Report the Critical Problems or issues of Construction Department
• Statutory and Regulatory permits and Compliance.

Construction Contractor Interface Coordination (carried out at weekly meeting)
• Interface meeting with Internal/Contractors/Sub-contractors 
• Summary and Report of Each Contractor Interface Item

Engineering Coordination, to ensure compliance with;
• Interface with Engineering to ensure proficient document Control 
• Coordination of Vendors, Contractor and sub-contractors.
• Review and Approval for As-Built Drawing and Handover Document of engineering Data Book 
• Supporting Site Procurement requirements. 
• 3D Model Check

Material Management and preservation, to support key outcomes;
• Storage area class such as air-condition indoor, indoor, covered outdoor, open outdoor 
• Set-up and efficient management of Material control process.
• Storage, protection and preservation 
• OS&D Report

Support to Construction QA/QC so as to seek and ensure;
• Achievement of construction certificate as outlined in SKEC contract.
• Establish and Approval for Project Quality System.
• Establish and Approval for Project Quality Plan.

Preparation for Pre-Commissioning and Commissioning and Acceptance testing, to include;
• Readiness for pre-Commissioning
• Turn Over Packages
• Punch Lists
• Pre-Commissioning planning
• Hot Commissioning planning
• Chemical Cleaning (if any) 
• Vendor / Licensor Supervision Planning (Specialist) and arrange and control 
• Approval for Hydrostatic Test Definition (Diagram) & Lists 
• Approval for Flushing, Leak Test and Inserting Definition (Diagram) & Lists 
• Pre-Commissioning Vendor Supervision and Coordination 
• Document / System Hand-over to client in conjunction with QAQC team.
• Manage the transfer of care, custody and control from Construction to pre-Commissioning team.
• Punch List Control 
• Start-up execution and activities 
• Acceptance Tests Procedures
• Functional and operation test 
• Initial Operation
• Reliability Test
• Performance Tests
• Program of Performance Tests

Preparation of Project Close-Out & Handover Project;
• Turn-over Procedure review and approval 
• System Hand-over, Review, approval 
• Engineering Data Book, Procurement Data Book, Construction Data Book (Inspection and Test Report) 
• Provisional Acceptance Certificate 
• Final Punch control 
• Work within the Operations team for 3-6 Months month transition.


• The optimal candidate would be a mechanical engineer with sufficient Power Station construction, commissioning and operating experience to support, guide and if necessary lead construction elements in achieving the project goals in time, cost and quality elements.
• The candidate should be sufficiently experienced to interface with our Korean EPC SKEC.
• Previous experience living and working in remote areas within developing countries
• Must be bilingual – English Spanish. Mandarin capability will be advantageous.
