Title: Tax and Treasury Officer

Reporting to: Finance Director in DRC and indirectly to Group Tax Officer
Location: Kinshasa, DRC

Purpose of the job:
• To be accountable for the collection of tax-related information, reporting to taxation authorities at the state, provincial, and city levels in a timely manner, and advising management on the tax impact of various corporate strategies.
• To be responsible for corporate liquidity, investments, and risk management related to the company's financial activities


• Internationally recognised professional financial qualification or similar. Bachelor degree in commerce or accounting.
• MBA or equivalent professional qualification would be advantageous

• Must have experience of financial, tax and legal management experience in the DRC.
• Understanding of OHADA is essential
• Ability to effectively liaise and build relationships with various stakeholders
• Excellent leadership ability, team management, and interpersonal skills
• Bilingual (English & French)
• Regular travel to the factory to ensure effective compliance with procedures and policies.

• 5+ years of tax accounting and treasury experience in the DRC.
• Should have a thorough understanding of banking in DRC, bank account management, and international funds flows

Responsibilities/Job outcomes:

• Devise tax planning strategies aligned with group
• Negotiate with tax authorities to eliminate/reduce unsubstantiated tax fines
• Manage any disputes or audits that affect the company.
• Create tax data collection systems
• Complete required tax reporting in a timely manner
• Prepare and update tax provision schedules
• Update the company sales tax database as tax rates change
• Coordinate audits by various taxation authorities
• Research and correct process errors that caused incorrect tax filings
• Negotiate with tax authorities over tax payment issues
• Research the basis for tax positions to be taken
• Advise management regarding the tax impact of corporate strategies
• Advise management on the impact of new laws on tax liabilities
• must keep up to date on changes in the tax laws that could affect the company
• Coordinate outsourced tax preparation work
• Identify tax savings in prospective acquisition scenarios (when applicable)
• Maintains legislative materials by reviewing, interpreting, and implementing new or revised laws.
• Maintains compliance with regulations by forwarding required information to state, provinces and city authorities.
• Revises procedures by developing and streamlining procedures and worksheets for calculation of tax provisions
• Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organisations.
• MUST have dealt with DRC tax authorities before and demonstrate success.
• Assist in financial planning and analysis
• Manage Para-fiscal and Corporate taxation of the Companies (Holdco; Manuco; Quarryco & Tradeco)
• Ensure timely submission of all tax related documents in accordance with the laws of the country
• Ensure the completion of an annual Tax pack for each legal entity
• Calculate, review and approve the taxation computation of companies (monthly, annual)
• Review and sign-off monthly Payroll tax and VAT declarations and all other taxes
• Compile and review schedules for tax calculations
• Calculate and complete tax returns utilising Taxpacc software
• Ensure that all tax negotiations of the Company are appropriately handled and concluded
• Liaise with Revenue authorities and resolve queries, as required
• Provide advice to the business on all DRC tax related matters including changes to DRC tax legislation and the impact on the business
• Liaise with PPC Group Tax Department to ensure alignment
• Prepare and keep tax risk registry and policy documents in liaison with PPC Group Tax
• GL Reconciliations for all bank accounts and loans and investments
• GL Reconciliations for all Interest accounts
• Compile tax returns for all entities in the group
• Compile and submit VAT returns for PPC DRC
• Responsible for provisional tax returns for all entities in the DRC group
• Responsible for INS compliance for all companies in the DRC group

• Forecast cash flow positions, related borrowing needs, and available funds for investment
• Ensure that sufficient funds are available to meet ongoing

 Use hedging to mitigate financial risks related to the interest rates on the company's borrowings, as well as on its foreign exchange positions
• Maintain banking relationships
• Maintain credit rating agency relationships
• Assist the FD & MD to arrange for equity and debt financing
• Advise management on the liquidity aspects of its short- and long-range planning
• Oversee the extension of credit to customers
• Maintain a system of policies and procedures that impose an adequate level of control over treasury activities
