The Technical Expert (TE) is responsible for providing technical support to the TFM Social Community Fund (a not-for-profit organization or ASBL) in order to develop its capacity as an organization that supports local development.  The TE will work under the oversight of the Executive Director and according to strategic direction set by the Fund Board of Directors.
Additional responsibilities:
  • Support the Executive Director with the day-to-day management of Fund operations
  • Identify strengths and weaknesses of the Fund secretariat team and build capacity of its staff members through one-on-one coaching and identifying and proposing opportunities for staff training and development
  • Assist the Executive Director in maintaining relationships with high-level internal (Fund, TFM, Corporate) and external (Government, Community) stakeholders.  Oversee engagement with community stakeholders via coordination of Stakeholder Forum meetings in order to conduct participatory strategic planning for community development, ensure community input in ASBL activities, and communicate Fund activities
  • Identify and propose programs to build capacity of key community stakeholders (community Board Directors, Stakeholder Forum members, and traditional chiefs) in order to strengthen their role as champions in the community to participate in strategic planning and consultation with the Fund
  • Identify strengths and weaknesses of the Fund’s internal systems and procedures (accounting, procurement, human resources, etc.), and provide recommendations and technical support to strengthen weak areas
  • Provide technical support in developing a 5-year strategic plan for the Fund through a consultative process with key internal and external stakeholders, including a component on stakeholder engagement and one on the use of funds in alignment with (1) community development priorities; (2) locally and internationally recognized development plans (e.g. UN Millennium Development Goals and DRC’s Cinq Chantiers); and (3) policies, procedures, and criteria defined by the Fund Board of Directors
  • Support preparations  for Board meetings and meetings with community stakeholders (Stakeholder Forum and traditional chiefs), including preparing the agenda, invitations, and meeting logistics
  • Lead technical review of project proposals and provide recommendations to the Executive Director on projects to be submitted to the Board for approval
  • Identify potential implementation partners and assist to develop and manage implementing partner contracts, and facilitate communication with and accountability of third-party implementers
  • Coordinate the implementation, monitoring and evaluation of funded projects/programs
  • Prepare the annual budget and program plan for the Executive Director’s review and submittal to the Board for approval, including regular financial reports on contributions and expenditures
  • Develop reports on both programmatic and financial aspects of the Fund (funding received, grants dispersed and projects/programs funded) both internally (to the Executive Director, the Board, TFM Senior Management & Corporate) and externally (to the Stakeholder Forum, traditional chiefs, and the general public) to ensure transparent use of funds; includes coordinating development and publication of an annual Fund Report
  • Foster effective team work between the Board, the Executive Director, Fund staff, TFM Senior Management and Corporate
  • Facilitate coordination and planning between the Fund’s activities and those of the TFM’s Community Development department, Donation Committee and broader Social Investment strategy
  • Provide technical oversight to internal financial processes of the Fund and ensure that sound bookkeeping and accounting procedures are followed; liaise with external and internal auditors appointed by TFM and/or the Board as well as Corporate Accounting
  • Maintain and oversee the official documentation and filing for the Fund, including filing of Board minutes, grant applications, policy documents, etc.
  • Perform other duties as assigned

Qualifications

 
  • University degree (Bachelor’s degree; Master’s Degree preferred) in a related social science field is required;  3 or more years of related experience
  • Fluency in English and French is required; proficiency in Swahili or other local languages is preferred
  • Knowledge of leadership and management principles as they relate to non-profit organizations and foundations
  • Knowledge of sustainable development principles and strategy
  • Knowledge of all federal and provincial legislation applicable to non-profit organizations, including employment, human rights, occupational health and safety, etc.
  • Knowledge of current community challenges and opportunities related to the organization’s mission
  • Experience in coordinating, conducting and producing results from stakeholder engagement and consultation
  • Knowledge of human resources, financial and project management
  • Proficiency in Word, Excel and PowerPoint (Microsoft Office)
  • Strong leadership skills; experience leading a team of diverse skillsets and functions
  • Strong communication skills, both verbal and written
 
Criteria/Conditions
  • Position involves work to be predominantly executed in rural areas of the Democratic Republic of the Congo. Resources can be limited, so the candidate must be a self-starter, have good personal organization skills for managing activities across multiple sites and in challenging circumstances
  • Standard work week, but will often work evenings, weekends, and overtime hours to accommodate activities such as Board meetings and representing the organization at community network meetings and events
  • Office environment, but the mission of the organization may take them to non-standard workplaces
  • Work is in a mine or manufacturing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs and ladders, work on elevated platforms, talk, hear and see
  • Occasionally may be required to lift moderately heavy objects up to thirty (30) pounds during the course of the workday
  • Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required
