Job Description

 (Position is based at the mine site near the town of Fungurume)
The TFM Community Development Department is responsible for implementing the Company’s social commitments, including community development projects, local stakeholder engagement, and coordination with the TFM Social Community Fund and TFM resettlement programs. The Community Development Department is organized into two core sections: Community Development and Community Liaison.  TFM conforms to numerous international policies and guidelines, including the IFC performance standards, the Equator Principles, the International Council on Mining and Metals (ICMM) Sustainable Development Framework, and the Voluntary Principles on Security and Human Rights.
The Community Development Superintendent provides strategic input and operational management of TFM Community Development activities with a focus on non-mitigation programs. Core non-mitigation development programs are community health, education, economic development and infrastructure.
The Community Development Superintendent’s primary responsibilities include the following:  directing the department staff and contractors in daily operations; inspecting projects in progress and verifying their completion to ensure quality of work; providing administrative and technical direction to staff; implementing TFM policies and procedures; complying with regulatory requirements; and assuring program effectiveness (i.e. audits, development and tracking of key performance indicators) with the overall goal of reducing social risk to the mine operations.
The Community Development Superintendent is expected to perform the following:
  • Lead development of Community Development annual project plans
  • Contribute to annual revision of the 5 year community development plan
  • Develop, plan, and direct the work plan for projects and responsibilities.
  • Prepare project cost estimates and coordinate work with other departments as required.
  • Forecast necessary funds for staffing, materials and supplies, and capital improvement projects; submit budget recommendations and justifications including AFEs (Approval for Expenditure); and monitor and control expenditures.
  • Liaise with the TFM Social Community Fund and ensure coordination between the Fund and the Community Development Department. 
  • Lead the Company’s interaction with local stakeholders, including community, chiefs, government officials, and NGOs. 
  • Assist the Community Relations Superintendent in the grievance management process.
  • Coordinate with the Resettlement Action Plan (RAP) Superintendent on mitigation-driven program implementation especially Resettlement Action Plans.
  • Communicate with internal and external stakeholders such as TFM managers and superintendents, government officials, NGOs, and respond to queries on TFM community programs and activities.
  • Promote internal and external communications on the community development programs with TFM’s Communications Department.
  • Work with employees to correct deficiencies, implement disciplinary procedures and recommend terminations, and investigate complaints and recommend corrective action as necessary.
  • Oversee and recommend the selection of key staff.
  • Identify and facilitate training for the Community Development staff
Additional responsibilities:
  • Track performance in the core areas of TFM social risk management programs namely education, health, economic development and infrastructure.  Develop continuous improvement processes based on results from monitoring and evaluations.
  • Develop, implement and supervise procedures for internal routine compliance monitoring and external assurance processes.
  • Develop, propose and implement risk mitigation, community development and stakeholder engagement strategies that support TFM’s “Social License to Operate.” Actively participate on the TFM Sustainable Development Team to complete the annual risk register process, develop action plans for actionable risks, submit information for the annual Global Reporting Initiative (GRI), and achieve compliance with the International Council on Mining and Metals Sustainable Development Framework.
  • Identify opportunities for leveraging community development funds with bilateral and multilateral agencies, as well as private donor organizations.
  • Establish and maintain dialogue with local authorities regarding local and regional social issues (e.g. equitability of employment within the project area, growth management in urban communities, etc.)
  • Represent TFM at public conferences and forums as required.

Qualifications

The Community Development Superintendent must have a strong track record in the day-to-day management of social programs in the challenging conditions of Sub-Saharan Africa.  Additional requirements are as follows:
  • Bachelor's degree in social sciences, business administration/economics, international relations, or related sustainable development field
  • A minimum of three (3) years’ experience in community relations/community development or a similar activity
  • Management and/or coordination experience with stakeholder engagement
  • Experience with leadership of multi-disciplinary and multi-cultural teams and building cohesive team function
  • Working knowledge of budget preparation and administration
  • Skills in evaluating, training and motivating employees
  • Strong technical writing skills in either English or French
  • Good oral communication abilities in both English and French
  • Ability to adapt to living conditions in a remote area
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint
 
Preferred Qualifications 
  • Knowledge of policies, guidelines and practices promoted by lending institutions, including the Equator Principles and IFC Performance Standards
  • Management skills preferred in a large organization setting
     
Criteria/Conditions
  • Position involves work to be predominantly executed in rural areas of the Democratic Republic of the Congo. Resources can be limited, so the candidate must be a self-starter, have good personal organization skills for managing activities across multiple sites and in challenging circumstances
  • Work is in a mine or manufacturing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs and ladders, work on elevated platforms, talk, hear and see
  • Occasionally may be required to lift moderately heavy objects up to thirty (30) pounds during the course of the workday
  • Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required
