Job Description

As part of its commitment to the Mauritanian government TMLSA has set up a program called the “Local Business Initiative” or LBI. The initiative’s objective is to contribute to local business development to maximize local procurement, employment and entrepreneurship / competency transfer / capacity building. The LBI Supervisor is responsible for managing all local content action plans and operations in Mauritania, with a primary focus on areas where local populations have been affected by Kinross.

Job Responsibilities

  1. Support the Sustainable Business Manager in implementing the Local Content Strategy and supporting policies and procedures
    1. Support the development of the local economy by maximizing economic benefits in the areas of Kinross’ operation
    2. Develop and supervise the implementation of a strategic LBI plan in order to ensure the positive influence of Kinross activities on local suppliers, NGO’s, and their employees/members, taking into account the operations and Kinross’ needs, the economic context, and the local companies’ capability.
    3. Manage the continual improvement of this LBI plan
  2. Manage industrial relationship for local contractors and suppliers in order to support them in terms of local employment and ensure adherence to Mauritanian laws and regulations
    1. Collaborate with the Contractors Manpower Headcount Technician to obtain data on the number of contractors’ and suppliers’ employees working for TMLSA both on and off-site
  3. Collaborate with Contractors Training & Mentorship Coordinator to plan, schedule and realize training and mentorship programs for TMLSA’s local contracts and suppliers
    1. Support local enterprises, manufacturers, and industries to ensure their ability to supply the required licenses, certificates and expected results in quality, environment, health and safety, and compliance in a timely manner, in conformance with internationally recognized standards/certifications
    2. Provide training and mentorship to ensure selected enterprises, NGO’s and/or associations continue improving after initial training has been provided
  4. Plan and execute special projects relating to the development of the local economy and community in coordination with Community Relations, Procurement and Contracting and other stakeholders
    1. Identify, develop and support new potential sectors to increase opportunities for local SMEs in order to enhance local entrepreneurship and sustainable job creation

The above duties and responsibilities are representative of the nature and level of work assigned and are not necessarily all-inclusive.

Education and Experience

  • Minimum of 5 years’ experience in Supply Chain or relevant category in a managerial capacity
  • Previous experience in managing sustainable development and business improvement desirable
  • Mining experience preferred

 

Knowledge and skills

  • Bachelor’s degree in Business, Supply Chain, Economics or related field or equivalent experience.
  • Strong computer skills using office software such as Excel, Word, PowerPoint, and Visio.
  • Knowledge of JDE or equivalent enterprise level software packages is necessary.
  • Excellent written and verbal communication skills

Skills

Must speak / read / write in French and English, Arabic a plus
