The Role:

The Contracts and Procurement Coordinator is responsible to implement and support contract and procurement strategies and guidelines for Cote Gold on commitments for packages tendered through the IBA agreement and process. The role will support directly Project Managers that have been assigned the studies or construction of work packages while reporting to the Community Relations Manager. Strategically this role will develop contract management plans for packages tendered through the IBA process, lead and support the development of commercial terms, and integrate the technical scope with the project team, while liaising with the contracting specialist from the selected EPCM firm overlooking the non-IBA related packages. The role will develop and deploy the contracts related to engineering and field work for the study as an integral part of the study team, and ensure that they are compliant to the terms and conditions as set forth in the IBA agreement. An important contribution will be at the onset of approved work packages to structure and manage the request for tender up to award of the EPCM and any initial contracts. Critical tasks will include the development of contracts and service agreements, establishing general and specific conditions as well as contract schedules and contracts claim management. Governance, monitoring and measuring plan against performance for the overall PMO will be a key corporate responsibility. Finally this role will work closely with IAMGOLD’s Global Supply Chain to establish synergies and integrate existing standards into the projects.


Your Responsibilities:

Key Area: Responsible for contract management and procurement functions and for contract execution in line with Owner standards and business objectives of all IBA related packages


Duties:


Support the formulation and delivery of the contractual commitments required to ensure that the project scope is executed in line with its health and safety standards, established schedule milestones, within approved budgets and within industrial standards.
Work with IAMGOLD Corporate Legal and GSC groups to ensure commercial terms respect and align with current IAMGOLD best practice and constraints, as well as all IBA terms and conditions.
Collaborate with the EPCM’s Contract Management team toward delivery of contractual commitments with its subcontractors and vendors and in ensuring work is performed to Owner standards.


Key Area: Responsible for contract and procurement processes in line with Owner project standards and systems from the formulation, initiation, execution, close out and claims resolution phases of each IBA related contract.


Duties:


Formulate contractual terms and conditions with support from Legal Counsel and Project Management Team when required.
Develop and maintain contract templates / generic documents.
Work with project team to prepare and manage Contractors tenders list; tender documents and Terms and Conditions; review of Contractor Bids and prepare Community Bid Evaluation and Letter of Recommendation. Ensure proper governance of bidding process and confidentiality as well as documenting any addenda during the tender period.
Provide input into procurement documents including Confidentiality Agreement, Commercial Terms, and Supplier Performance Criteria and Evaluation.
Prepare, award and manage contracts incorporating service and consultant agreements for all IBA related packages.
Provide input into the project execution schedule particularly for contracting and procurement activities.
Support the Discipline Leads both in the Owner’s team and in the EPCM’s team in scope of work development as necessary.
Ensure the management of charge orders and claims to ensure any conflicts, changes and contractual issues are resolved in a timely fashion and while maximizing value to the Owner.
Support and guide EPCM procurement and contracts management team during project execution once project is in execution and integrate performance measures in to global IAMGOLD project performance (PMO)


Key Area: Responsible for controlling Scope Changes and ensuring Scope Change process are implemented on IAMGOLD Projects.


Duties:


As part of the PMO ensure that all projects have implemented scope change management and is an integral part of the execution plan. Assure that project have scope changes that support claims from IBA related contractors or suppliers.
Support and coordinate contract reviews (design, specifications, scopes and constructability) and distribute contractor minutes of meeting.
Negotiate contracts prior to award to ensure scope is well represented, value to Owner is maximized and key risks are properly mitigated from a contractual perspective.
Participate in regular IBA Implementation and or other Committee meetings as required.
Responsible for Global Commitment tracking on IBA awarded community benefits


Qualifications

What we look for:

Bachelor’s degree in the fields of accounting, finance or engineering is preferred.

CA, CFA, CMA, provincial engineering accreditation is preferred

A minimum of 10 years of related work experience, in both office environments and in construction

Previous experience in the mining industry or the construction sector is preferred

Previous experience in preferred leadership or management position is preferred.

Fluency in English is required and French speaking skills is preferred

Proficiency in computer applications and software, specifically MS Office, Oracle, AutoCAD

Strong interpersonal, written, verbal communication skills

Well organized, works well independently and in team settings, possesses good time-management skills, and is able to work effectively under pressure
